Counseled 250+ companies interested in the federal SBIR and STTR programs, DOE’s Inventions & Innovation Program, the Montana Growth through Ag Program, the Montana Board of Research & Commercialization Technology, and other funding sources;

Guided the development of 100+ proposals targeting SBIR/STTR agencies and other federal and state funding resources, in every case providing substantial input in the form of specific comments and recommendations for improvements, substantial re-writes of sections, and procedural instructions. Balsam's input has contributed to his clients winning more than $5.8 million through the SBIR/STTR programs and other funding opportunities since the beginning of 2008, with another ~$5.3 million pending just in 2009 proposals alone.;

Continue presenting SBIR, STTR, and related workshops;

Continued participation on the Montana State Technology Partnership Committee, a group of individuals representing the key business and technology assistance programs throughout the State of Montana;

Continue supporting the Montana Technology Innovation Partnership (MTIP) Program with activities beyond client counseling -- e.g., assistance in developing successful 2005 Congressional earmark proposal; completion of MTIP’s 2006 benchmarking study against other state assistance programs; co-developer of MTIP's 2007 Web site portal for technology firms, researchers, and economic developers;

Prepared Federal Laboratory Consortium award nominations for MSU TechLink Center;

Continue supporting the University of Montana’s Technology Transfer Office with invention-disclosure assessments, research of commercial potential and licensing opportunities for disclosed technologies, design and development of new techbriefs, assessment of portfolio of existing intellectual property and licensing agreements, detailed critique of content and design changes needed for website, and identifying economic-development opportunities for university and its researchers.
